UNITED NATIONS — There has been "significant progress" in the global response to the unregulated flow of illicit small arms, according to a new report by Secretary General Kofi Annan, especially in strengthening national legislation and international law enforcement in tackling the spread of small arms, thus giving traffickers less room in which to operate.
