Divisive Brazil Gun Control Debate Heats Up

BRASILIA — A debate in Brazil on controlling the guns that have made the country notorious for violence heated up on Thursday as two lawmakers hoping to cut alarming murder rates submitted clashing bills to Congress.
The two bills are the culmination of more than a year of efforts sparked by a radical decision by the state government of Rio de Janeiro in May 1999 to ban trade in small firearms, a measure subsequently overturned by Brazil's Supreme Court.
