Does your country have standards and procedures related to keeping of records for all marked SALW in its territory?

20.1. What records relating to SALW are kept by the State (e.g. manufacturing, brokering, import and export licences granted, sales to other States, SALW held by State agencies such as the armed forces, etc)?

En Colombia existen varios sistemas de información en cuanto a las armas que circulan en todo el territorio, las cuales no solo son de las Fuerzas Armadas, sino también de las armas que se encuentran en poder de los particulares. Es asi como a través del Sistema de Información Nacional de Armas, Explosivos y Municiones – SIAEM – manejado por el Departamento Control Comercio de Armas, Municiones y Explosivos del Comando General de las Fuerzas Militares se ingresan todas las armas de fuego en poder de los particulares sean estos: personas naturales, jurídicas y/o organismos de seguridad diferentes a la Fuerza Publica. En este sistema se consignan los datos personales del titular del permiso tales como: foto, huella, dirección, profesión, correo electrónico, etc. Esto permite la ubicación inmediata, lo cual es muy útil para efectos de investigación penal o administrativa. Igualmente se registran los datos del arma de fuego, como su calibre, marca, modelo, numero de serie, foto e impronta de la misma para su trazabilidad. En cuanto a la información de las armas de fuego en poder de la Fuerza Publica, es importante resaltar que cada Fuerza (Ejercito, Armada, Fuerza Aérea y Policía Nacional) cuenta con una Dirección de Armamento, que se encarga de: 1) efectuar los registros, 2) controlar y destinar las armas a cada una de las Unidades Militares y de Policía.

Igualmente existe el Sistema de Información Logístico de la Fuerza Publica – SILOG – el cual se encarga del manejo de los almacenes a nivel nacional. La Industria Militar Colombiana considera oportuno mencionar, en cuanto al proceso de Fabricación del arma que se tienen libros de control de marcación, armazón revolver IMEJDVPIF 008 y el libro de numeración del revolver IM FJ DVP IF 012, donde se llevan los controles y la información de los seriales marcados en los revólveres fabricados. En cuanto al Fusil galil este se realiza de acuerdo al instructivo para la identificación del fusil galil IM FJ DVP IN 001 y se registra en el libro de Control marcación receptor fusil galil IM FJ DVP IF 007, 5 anos en el taller y pasa a archivo.

Colombia counts many different ways to store information on firearms present within the national territory, whether these belong to the Armed Forces or to individuals. Through the National Information System on Firearms, Explosives and Ammunition (SIAEM), controlled by the Department on the Control of the Commerce of Firearms, Ammunition and Explosives of the General Command of the Military Forces, all firearms owned by individuals are registered, be they natural or legal persons, and/or security agencies different from the Armed Forces.

The system records the personal data of the firearm owners, such as: photo, fingerprint, address, job, email address, etc. This allows for firearms to be immediately located, which facilitates penal or administrative procedures. Likewise, data on firearms such as their calibre, brand, model, serial number, photo and print, are also registered to allow for their tracing.

As for the information on firearms owned by the Armed Forces, it is important to highlight that each Body of the Armed Forces (the Army, Navy, Airforce and National Police) counts with an Armament Direction, in charge of 1) carrying out the registration, 2) controlling and assigning the weapons to each Military Unit and to the Police. At the same time, the Logistics Information System of the Public Force (SILOG) is responsible for the handling of storage rooms at the national level.

The Colombian Military Industry deems it important to note that, as for the firearm manufacturing process, there are archives controlling the marking and framing of revolvers, IMEJDVPIF 008, and the numeration book of revolvers, IMFJDVPIF 012, which records controls and information of serial numbers marked on manufactured revolvers. As for the Galil Rifle, this is carried out in accordance with instructions for its identification IMFJDVPIN 001 and is registered in the Marking Control for Galil Rifles IMFJDVPIF007, 5 years in the workshop and eventually passed to the archive.
