Fiscalización y régimen aplicable

Artículo 29 - La adquisición o transmisión por cualquier título, uso, tenencia y portación de armas de uso civil, serán fiscalizadas en la Capital Federal y demás lugares de jurisdicción federal, por la Policía Federal, Gendarmería Nacional y Prefectura Naval Argentina dentro de sus respectivas jurisdicciones, y en las provincias por las policías locales, sin perjuicio de la supervisión del Ministerio de Defensa, de conformidad con lo establecido en el artículo 4. El régimen aplicable será el siguiente:

1) Sólo las personas mayores de edad podrán ser titulares de los actos previstos en la primera parte del presente artículo, con las formalidades que establecerá la reglamentación.

2) Los dueños, gerentes o encargados de armerías y negocios de cualquier índole que comercien con "armas de uso civil", aún cuando tal actividad sea accesoria, estarán obligados a llevar un registro especial…

Venta en Remate
4) Los responsables de ventas de armas de uso civil en remate público, judicial o particular deberán cumplir con las formalidades previstas en el inciso 2).

Registro de Existencias
5) Los responsables a que se refieren los incisos 2), 3) y 4) llevarán un registro de existencia, en el cual asentarán la totalidad del material que poseen, como así sus altas y bajas, con la obligación de comunicar periódicamente a la autoridad local de fiscalización.

Transmisión entre particulares
6) La reglamentación establecerá el procedimiento a que se ajustará la transmisión de armas de uso civil entre particulares debiendo preverse en tales casos la intervención de la autoridad local de fiscalización.

Control System

Article 29 - The acquisition or transfer of any sort, use, possession and carrying of firearms for civil use shall be controlled in the Federal Capital [Buenos Aires] and other places under federal jurisdiction, represented by the Federal Police, National Gendarmerie and Argentine Naval Prefecture within their respective jurisdictions and in provinces by local police, subject to supervision from the Ministry of Defence, in accordance with the provisions of Article 4. The applicable system will be the following:

1) Only persons of legal age may carry out the acts provided in the first part of the present article, according to formalities set by the regulations.

2) Owners, managers or those in charge of armouries and businesses of any kind that sell "firearms for civil use", even when their activity is ancillary, must maintain a register…

4) Those who are responsible for selling civilian firearms in public, judicial or private auctions must comply with the formalities prescribed in sub-section 2).

Registration of Supplies
5) The responsible entities referred to in sub-sections 2), 3) and 4) shall keep a record of supplies, mentioning all the material they have. They must regularly report to the local control authority.

Transfer between Individuals
6) The regulation shall establish the procedure that regulates the transfer of firearms for civil use between individuals. The local authority in charge of control shall intervene in such cases.
