Artículo 23. Requisitos para Licencias

Todo salvadoreño o extranjero con residencia definitiva, mayor de veintiún años de edad, podrá obtener la licencia para uso, reparación de armas de fuego, recarga de munición o para manejo de explosivos para fines industriales o de obra civil, para la fabricación de productos pirotécnicos y para comercializar productos regulados en la presente ley, siempre que no tuvieren alguna de las incapacidades contempladas en la misma y previo cumplimiento de los requisitos siguientes:

a) Solicitud ante el Ministerio de la Defensa Nacional, haciendo constar: nombre completo, edad, domicilio, profesión u oficio, nacionalidad y residencia actual del solicitante, cuyo formulario será proporcionado por la Oficina de Registro y Control de Armas de Fuego;

b) Carecer de antecedentes penales y policiales;

c) Adjuntar a la solicitud la documentación siguiente:
- Original y fotocopia de la Partida de Nacimiento, o fotocopia certificada;
- Original y fotocopia del Documento de Identidad Personal o fotocopia certificada; y,
- Original y fotocopia del Número de Identificación Tributaria.

d) Aprobar un examen teórico y práctico, el cual será gratuito, que para tal efecto elaborará y ejecutará el Ministerio de la Defensa Nacional, el cual será adecuado a la clase de licencia que se esté solicitando.

e) Someterse y aprobar un examen psicológico que ejecutará el Ministerio de la Defensa Nacional el cual será adecuado a la clase de Licencia que se esté solicitando…

La licencia será renovada cada tres años…

Act No. 655 of 1999 on the Control and Regulation of Arms, Ammunition, Explosives and Related Materials

Article 23. Licence Requirements

Any Salvadoran, or foreigner, who is a permanent resident and is older than twenty-one years of age may be granted a licence to use, repair firearms, reload ammunition or handle explosives for industrial or civil purposes, to manufacture pyrotechnic products and to trade in products regulated in the present Act, provided that he presents none of the incapacities outlined in this Act and in compliance with the following requirements:

a) An application submitted to the Ministry of National Defence, highlighting: the complete name, age, address, profession, nationality and current residence of the applicant, whose application form will be provided by the Firearm Registration and Control Office;

b) No criminal and police records;

c) The following documents should also be attached to the application:
- original and photocopy of the Birth Certificate, or a certified copy of it;
- original and photocopy of the Personal Identity Document, or a certified copy;
- original and photocopy of the Tributary Identification Number.

d) Pass a free written and practical exam, which shall be carried out by the Ministry of National Defence, and will be adapted to the licence class considered by the applicant.

e) Undergo and pass a psychological test carried out by the Ministry of National Defence, which will be adapted to the licence class considered by the applicant…

The licence shall be renewed every three years…
