Artículo 3. Requisitos para Licencias

Los requisitos para la solicitud de emisión original de licencia para porte y tenencia, son las siguientes:

a) Ser mayor de edad,
b) Presentar cédula de identidad con datos personales,
c) Domicilio permanente y otros datos relativos para su localización,
d) Disfrutar de salud mental, conforme evaluación profesional
e) No estar afectado por alcoholismo ni drogas, conforme certificación expedida por laboratorio establecido debidamente registrado y habilitado por la Secretaría de Estado de Salud Pública y aceptado en la Secretaría de Interior y Policía;
f) No haber sido condenado judicialmente por delito o hecho criminal ni haber sido sometido en relación a sustancias controladas (drogas) ni por violencia intrafamiliar;
g) Presentar acreditación que tiene destreza sobre la conservación, mantenimiento y manejo del arma de fuego cuya licencia para su uso solicita autorización;
h) Haber realizado el pago de los impuestos y gastos operativos establecidos;
i) Cuatro (4) fotos 2X2.

La persona autorizada a la licencia para el porte y tenencia del arma de fuego, cuando cambie de domicilio deberá informarlo por escrito al Intendente General de Armas de la Secretaría de Estado de Interior y Policía, en cumplimiento a lo que establece el artículo 31 de la Ley 36, bajo pena de cancelación de la licencia e incautación o decomiso del arma.

Resolution 02-06, on Provisions for the Application of the Control of Firearms

Article 3. Licence Requirements

The application requirements for a licence to carry and possess firearms are as follows:

a) To be older than 18 years of age,
b) To provide an identity card with personal data,
c) To have a permanent residence and to provide the necessary data for its location,
d) To enjoy good mental health, confirmed by a professional evaluation,
e) Not to be affected by alcoholism or drugs, confirmed by a certificate issued by an established laboratory duly registered and authorised by the Secretary of State of Public Health and accepted by the Ministry of the Interior and Police;
f) Not to have been convicted for a crime or a criminal act, nor to have been prosecuted for use of illegal substances (drugs) or domestic violence;
g) Certificate proving the capacity to store, maintain and handle firearms, for which a licence for their use requires authorisation;
h) To have paid the set taxes and operational expenses;
i) Four (4) 2 x 2 photos.

Should the person authorised with a licence to carry and possess firearms change his residence, he shall write to the General Arms Administration of the Ministry of the Interior and Police, as provided by article 31 of Act 36. Failure to comply shall lead to the cancellation of the licence and the seizure or decommissioning of the weapon.
