Licensing of Gun Owners and Purchasers in Michigan

Michigan requires that a handgun possessor have either a license to carry a concealed handgun or a handgun purchase license…

The criteria for obtaining a handgun purchase license are outlined in the Michigan Prohibited Purchasers Generally section. License applicants are also required to pass the "basic pistol safety review questionnaire" exam.

The licensing authority (i.e., local law enforcement) must first provide a basic pistol safety brochure to each applicant for a handgun purchase license before the applicant answers the basic pistol safety review questionnaire. The brochure must contain, but is not limited to providing, information on all of the following subjects:

- Rules for safe handling and use of pistols.
- Safe storage of pistols.
- Nomenclature and description of various types of pistols.
- The responsibilities of owning a pistol.

License applicants must then correctly answer 70% or more of the questions presented on the pistol safety review questionnaire exam.

A handgun purchase license is valid for 10 days.

Once a handgun purchase license is issued, four copies are delivered to the applicant. When the handgun sale is made, the seller and purchaser must fill out the license forms, and the purchaser (license holder) must provide copies to law enforcement…

A Michigan handgun purchase license holder is not subject to the federally required background check…
