Converting Firearms
21. (1) No person shall, without the written permission of the Commissioner, shorten the barrel of a firearm to a length less than 60 centimetres, or convert any firearm that is not an automatic firearm into an automatic firearm.
(2) No person shall convert into a firearm anything which, though having the appearance of being a firearm, is so constructed as to be incapable of discharging any missile through the barrel thereof.
