The 'Control of Ammunition Toolkit' under development as a model for Pacific island nations by Matthew Leslie, Law Enforcement Adviser, Political & International Affairs Division, Pacific Islands Forum Secretariat 'will be based on the Cook Islands model' already implemented by Cook Islands police.

This involves state control of the importation and sale of ammunition, and allows police to inspect and to register firearms, then to interview and to re-licence gun owners before they can purchase ammunition.
