Funding for the WFV campaign in 2003-04 was provided through a multi-donor mechanism based around a UNDP-managed trust fund. UNDP committed funds in March 2003, New Zealand (NZAID) committed funds in June 2003, Australia (AusAID) confirmed additional contributions in July 2003.

In October 2003, the Republic of China (ROC) committed funds to the NPC some of which are to be allocated to grass-roots work (National Peace Council, 2003b).
