Au Plan national, le ramassage des armes en circulation illicite a été l'une des recommandations des Accords de Bangui, qui ont mis fin aux troubles politiques consécutifs et aux mutineries de 1996 à 1997. La responsabilité du ramassage des armes est confiée au Secrétariat d'Etat à la Défense Nationale, Chargé du Désarmement qui a toujours opéré avec l'appui technique et financier du PNUD par l'institutionnalisation d'un cadre d'exécution qui est le Programme National de Désarmement et de Reconversion (PNDR) et le Bureau des Nations Unies pour la Centrafrique (BONUCA).
Trois Départements ont en charge, les problème de Désarmement à savoir:
- Le Ministère de la Défense Nationale et de la Restructuration des Armées et du Désarmement
- Le Ministère de l'Intérieur
- Le Secrétariat d'Etat à la Défense Nationale, Chargé du Désarmement

Implementation of an Institutional Framework for Disarmament- At the National Level
At the national level, the collection of firearms illicitly circulating was a recommendation of the Bangui Agreement, which put an end to the consecutive political unrests and the mutinies of 1996 and 1997. The National Defence Secretariat, in Charge of Disarmament, has the responsibility of the recovery of firearms and has always carried out its operations with the technical and financial support of the UNDP, through the institutionalisation of an implementing framework, the National Programme for Disarmament and Reintegration (PNDR) and the United Nations Peace-building Office in the Central African Republic (BONUCA).
Three Departments are in charge of the Disarmament issue, these are:
- The Ministry of National Defence and the Restructuration of Armies and Disarmament
- The Ministry of the Interior
- The State Secretariat for National Defence, in Charge of Disarmament
