Amélioration de la gestion des stocks et du contrôle
Au Benin, la gestion des stocks d'armes relève de la compétence de l'Etat qui à travers les services de défense et de sécurité prennent les dispositions pour sécuriser ces stocks et assurer leur contrôle.
La CNLCPAL y contribue depuis 2007, et particulièrement en 2009 à travers les enquêtes nationales qu'elle soutient et qui, entre autres, constituent une mission de vérification des conditions de stockage et d'entreposage des armes et munitions dans les juridictions. Elles ont pour objectif de voir si les armes et munitions reversées aux instances judiciaires étaient stockées et entreposées dans les conditions de sécurité requises.
La stratégie au Benin en matière de gestion de stocks nationaux et d'armes saisies mérite d'être appuyée de façon substantielle en vue de parvenir à brève échéance aux résultats escomptés. Dans cette perspective, il est envisagé, pour cette année 2010; l'organisation d'un atelier national de formation des Forces de sécurité et de défense sur la gestion et la sécurisation des stocks d'armes.
Pour ce qui concerne le contrôle, la rupture malheureuse de la circulation des informations notamment au niveau des communautés à la base sur le contrôle des armes légères représente souvent un obstacle de taille pour faire reculer le mal en même temps qu'elle constitue un terreau fertile aux personnes mal intentionnées.
Compte tenu des moyens limites dont dispose la Police Nationale, la CNLCPAL, dans la droite ligne de ces activités de renforcement des capacités des services de sécurité pour mieux accomplir leur taches dans la lutte centre la circulation et la détention illicite des armes, créé un projet dénommé «Création de banques de données informatisées».
Ce projet qui sera mis en œuvre au cours de l'année 2010 par la Direction de la Sécurité publique de la Police Nationale, sous le contrôle de la Commission, a pour objectif global de créer une banque de données informatisées et efficace des personnes détenteurs des armes au Benin. Les objectifs particuliers de ce projet sont:
- actualiser le fichier des personnes ayant une autorisation de port d'armes afin de se faire une idée claire du nombre d'armes en circulation au Benin;
- faire le point des armes perdues par les particuliers et qui n'ont jamais été déclarées aux services de sécurité publique;
- connaître la situation des armes dont les détenteurs sont décédés entre temps;
- connaitre la situation des armes et munitions qui ont été utilisées et dans quels cadres;
- mieux suivre et contrôler les personnes autorisées a porter des armes au Benin.

Improvement of the Management and Control of Stockpiles
In Benin, the management of stockpiles of weapons is the responsibility of the State, which ensures the safety of these stockpiles and their control through the defence and security services.
The CNLCPAL has been contributing since 2007, and particularly in 2009 through national inquiries that it has supported and which, among other things, constitute a review of the conditions of the storage of weapons and ammunition in the jurisdictions. They aim to figure out whether the weapons and ammunition handed to the courts were stored in the required conditions of safety.
In Benin, the strategy concerning stockpiles and seized firearms should be substantially supported in order to quickly attain the expected results. For the year 2010, the organisation of a national training workshop for security and defence forces on the management and safe storage of stockpiles of firearms is being considered.
Concerning control, the unfortunate break in the flow of information on the control of small arms especially at the basic level of the communities represents a great obstacle to reduce this harm, for it constitutes fertile grounds for bad intentioned people.
Considering the limited resources of the National Police, the CNLCPAL has created a project called "Creation of Computerised databases", in the same spirit of these activities, to better accomplish their tasks in the fight against the circulation and illicit possession of firearms.
The global goal of this project, which will be implemented during 2010 by the Directorate the Public Security of the National Police, under the control of the Commission, is to create an efficient and computerised database on gun owners in Benin. The specific objectives of this project are:
- to update the data on people licensed to carry firearms in order to have an idea of the number of firearms circulating in Benin;
- to know the situation of firearms of which the owners have died in the mean time;
- to know the situation of firearms and ammunition which have been used and in what context;
- better monitor and control the people authorised to carry firearms in Benin
