Efforts de l'Algérie en matière de désarmement, de démobilisation et de réintégration

- L'Algérie a entrepris de multiples initiatives en vue de renforcer la stabilité de la zone sahelo-sahelienne à la faveur des accords de paix signes, sous son égide, au Niger et au Mali dans les années 90. La facilitation algérienne a permis la signature, en juillet 2006, de l'accord d'Alger entre le gouvernement malien et l'alliance démocratique pour le changement, pour la restauration de la paix, de la sécurité et du développement dans la région de Kidal.

L' Accord d' Alger prévoit, notamment, le cantonnement des insurgés avec la restitution au gouvernement malien des armes récupérées, la mise en place de fonds de réinsertion et un certain nombre de mécanismes de suivi où sont représentées les deux parties ainsi que l'Algérie, en tant que facilitateur.

Les efforts continus déployés par l'Algérie afin de maintenir le dialogue et de permettre la mise en œuvre de l'accord d'Alger ont permis la tenue d'une réunion a Kidal du .5 au 7 janvier 2009. Cette réunion a été suivie, le 17 février 2009, du dépôt des armes par un nombre important de combattants de l'ADC, dont une grande partie sera intégrée dans les unités spéciales de sécurité.

Les cadres de l'alliance démocratique pour le changement ont tenu une conférence a Alger du 7 au 9 janvier 2010, clans le but d'examiner l'opportunité d'initier une nouvelle dynamique politique de nature a faciliter l'exécution des dispositions de l'accord d'Alger et de permettre a l'alliance de jouer un rôle efficient pour la stabilité et le développement des régions du Nord du Mali.

II importe d'indiquer que l'action de l'Algérie en matière de restauration et de consolidation de la paix va bien au-delà de la sous région du Sahel comme l'a testé son engagement en faveur de la lutte contre le trafic des armes au niveau de l'ensemble du continent ainsi que de la lutte contre le terrorisme.

Dans ce contexte, il y a lieu de signaler le concours du Centre Africain d'Etudes et de Recherche sur le Terrorisme, basé à Alger.

L'Algérie a, également, apporté sa contribution à l'instauration et au maintient de la paix en Somalie et au Soudan.

Algeria's Efforts in Disarmament, demobilisation and Reintegration

- Algeria has undertaken many initiatives to strengthen the stability of the Sahelo-Sahelian zone, obtained thanks to the peace agreements signed under its auspices in Niger and Mali in the 1990s. Algerian facilitation allowed the signing in July 2006, of the Algiers Agreement between the Government of Mali and the Democratic Alliance for Change, for the restoration of peace, security and development in the Kidal region.

The Agreement of Algiers provides, among other things, the cantonment of the rebels and the restitution to the Malian government of the recovered weapons, the establishment of a fund for rehabilitation and a number of monitoring mechanisms with representation from both parties, and Algeria as a facilitator.

The continuous efforts by Algeria to maintain the dialogue and allow the implementation of the Algiers Agreement allowed the holding of a meeting in Kidal from 5 to 7 January 2009. This meeting was followed by the surrender of arms by a large number of fighters from the ADC on 17 February 2009, much of which will be incorporated into the special security units.

The executives of the Democratic Alliance for Change held a conference in Algiers from 7 to 9 January 2010, in order to examine the opportunity to initiate a new political dynamic that would facilitate the implementation of the provisions of the Algiers Agreement and allow the alliance to play an effective role for the stability and development of regions of northern Mali.

It is important to underline that the action of Algeria in the restoration and consolidation of peace goes far beyond the sub-region of Sahel, as attested in its commitment to the fight against the trafficking of weapons on the whole continent and the fight against terrorism. In this context, the cooperation of the African Centre for Study and Research on Terrorism, based in Algiers, should be signalled.

Algeria has also contributed to the establishment and keeping of peace in Somalia and Sudan.
