Penalty

17. (1) Any person who commits a breach of any of these Rules, other than rule 9, 15 or 16, shall be guilty of an offence and shall be punished with imprisonment for a term of not less than 5 years and not more than 15 years and shall also be punished with whipping with not less than 3 strokes and not more than 12 strokes.

(2) Any person who commits a breach of rule 9, 15 or 16 shall be guilty of an offence and shall be punished with a fine of $3,000.
