Art. 28:

…quiconque aura fabriqué, importé ou tenté d'importer, exporté ou fait le commerce de matériel de guerre, armes ou munitions en contravention avec les dispositions des articles 3¹, 7, 8², 11³, 12, et 13⁴, sera passible:

1- D'un emprisonnement d'un à cinq ans et d'une amende de 50.000 francs à 10.000.000 de francs C.F.A. s'il s'agit de matériels de guerre ou d'armes et de munitions de la 4e ou 7e catégorie⁵;
2- D'un emprisonnement de six mois à trois ans et d'une amende de 25.000 francs à 5.000.000 de francs C.F.A. s'il s'agit d'armes ou de munitions des autres catégories⁵.

Le tout sans préjudice des pénalités édictées par la réglementation douanière.

Art. 28:

…any person who manufactures, imports or attempts to import, export or trade in weapons of war, firearms or ammunition in violation of the provisions of articles 3¹, 7, 8², 11³, 12 and 13⁴, will be liable:

1) to a prison term of 1 to 5 years and a fine of 50,000 Francs to 10,000,000 Francs C.F.A., if it concerns weapons of war, or firearms and ammunition of the 4th or 7th category⁵;
2) to a prison term of 6 months to 3 years and a fine of 25,000 Francs to 5,000,000 Francs C.F.A., if it concerns firearms and ammunition of the other categories⁵.

All without prejudice to the penalties laid down by Customs regulations.
