No se puede sobre entender que hay una limitación porque la ley estableció en singular "La licencia" esto únicamente constriñe a que una licencia ampare tres armas1, pero no que solamente se vaya autorizar una licencia por persona.

According to the Law, a licence can only cover three arms and although the Law uses the term "licence" in singular1, it was not mentioned that only once licence will be issued to an individual.
