Les infractions à la présente ordonnance peuvent être constatées par les officiers de la police judiciaire, par les préfets et sous-préfets et leurs adjoints, par les commissaires et inspecteurs de police, par les militaires de la gendarmerie, par les agents assermentés des eaux-forêts et chasses et des douanes, ainsi que par tous autres agents habilités à cet effet par le Président de la République.

Article 10:

Offences against this Ordinance may be found by officers of criminal investigation, by the prefects and sub-prefects and their deputies, by the commissioners and inspectors of police, soldiers of the gendarmerie, by sworn officers of the water-forests and hunting and Customs, as well as all other officials entitled thereto by the President of the Republic.
