Decree No. 66-889 of November 17, 1966, on procedures for the implementation of Act No. 66-03 of January 18, 1966, concerning general rules governing firearms and ammunition.

Article 4: Any person who must hold a firearm shall submit an application to the Minister of Interior, under the guise of administrative authorities of his/her place of habitual residence that must give their notice duly motivated.
