L'importation, l'exportation, la fabrication et le commerce des armes sont soumis à l'obtention d'une autorisation préalable du Président de la République (article 18 de l'O.L N°85-035 du 3 septembre 1985 sur le régime des armes et munitions).
Toute personne physique agréée au titre d'importateur d'armes à feu ou des pièces détachées pour ces armes, de munitions ou parties détachées de munition, est tenue préalablement à chaque importation, d'être autorisée par le Ministre de l'Intérieur et Sécurité ou son délégué.

Depuis l'adoption de cette réglementation, seuls l'Etat Major et le Ministère de défense et des anciens combattants ont le mandat d'importer des armes et munitions en RDC eu égard aux besoins de défense et de sécurité. The import, export, manufacture and trade of firearms are subject to obtaining prior authorisation of the President of the Republic (Article 18 of Ordinance-Law (OL) No. 85-035 of September 3, 1985, on the regime of firearms and ammunition).
Any individual licensed as an importer of firearms or parts for these firearms, ammunition or spare parts of ammunition, is required, prior to each import, to be authorised by the Minister of Interior and Security or his delegate.…
Since the adoption of this regulation, only the General Staff and the Ministry of Defence and Veterans Affairs have the mandate to import firearms and ammunition in DRC, given the needs of defence and security.
