Estimates of small arms held by active and retired military officers and non-commissioned officers (NCOs)

Officers and NCOs - who make up 43 per cent of the total armed forces - may hold firearms for personal use.

By law, each officer and NCO has the right to buy three small arms (one handgun, one rifled long-barrel gun, and one smoothbore long-barrel gun) every two years. Based on interviews, it seemed appropriate to use a conservative estimate of two handguns purchased per officer and NCO.

Multiplying the total number of officers and NCOs in the three armed services by two yields a total of 289,800 small arms possessed by active-duty officers and NCOs in the armed forces.
