(1) No person shall import any arm or ammunition or part of arms and ammunition unless he holds a licence in that behalf:

Provided that when any arm is imported without an import licence or interim licence under this section having been obtained authorizing the importation thereof, such importation shall not be deemed to contravene the provisions of this section while such arm on importation is left in the possession of the Customs Division.
