We found no legislation addressing stockpile management specifically. For instance, there is no regional law on stockpiles that would require compliance in each country in terms of minimum security measures, infrastructure, personnel, and other resources.

But, as in the case of firearms used by security forces, there are special laws assigning oversight. For example, the arsenal of Guatemala's General Directorate of Arms and Ammunition Control [DIGECAM] was created by the Law of Weapons and Munitions (Decree 15-2009) which relates to weapons that are seized as part of criminal proceedings:

Functions and Responsibilities of the DIGECAM.
The functions of the DIGECAM are the following: …r) to receive, store and guard the weapons that are delivered either by individuals or by court order… (Article 24)

This article assigns to DIGECAM the job of storing both the weapons sent by court order and those that individuals want to store, for example, during a long absence from the country. The normative framework of arsenals is made up of existing legislation, such as internal orders, manuals of procedures, protocols or any instrument that serves as a guide for storage, custody and stewardship. For most of the arsenals we studied, we could not get access to these internal rules or manuals. Although most of the arsenals say that they have such manuals, it was not possible for us to examine them. It is also significant that though some arsenals say they have protocols for the protection of evidence, there is no such protocol for management of the arsenal itself.
