Imports in ML1 (21) category items increased from 264 in 2012 to 1,005 in 2016. In 2014, 72 ML2 (22) category items were imported; however, there were no other recorded imports of ML2 during the survey period. Perhaps most notable is the increase in the number of ML3 (23) imports, from 136,042 in 2012 to 8,048,000 in 2016 (with the exception of zero in 2013). During this period the Ministry of Defense imported some ML3 category units for their own needs, which helps to partly explain the increased volume of imports. The increase in ML1 and ML3 imports between 2014 and 2016 was also likely due to the legalization of civilian possession of firearms under Law 74/2014. SALW and SALW ammunition were imported from Italy and Germany in 2012, and from Italy, Montenegro and the US in 2014. (24)

21. ML1 are defined as smooth-bore weapons with a caliber of less than 20 mm, other arms and automatic weapons with a caliber of 12.7 mm (caliber 0.50 inches) or less and accessories, and specially designed components. This definition and subsequent definitions for ML2 and ML3 weapons are based on the military list categories as adopted by the EU Council on 14 March 2016 (CFSP 2016/C 122/01).
22. ML2 are defined as smooth-bore weapons with a caliber of 20 mm or more, other weapons or armament with a greater than 12.7 mm (caliber 0.50 inches), projectors and accessories, and specially designed components.
