Rule 14: Licensing Officer.

The Minister shall be the Licensing Officer:

Provided that the Minister may delegate the exercise of all or any of his powers under these Rules (except this power of delegation) to the Commissioner of Police, but so that no such delegation shall preclude the Minister from exercising at any of the powers so delegated.
