Article 6

It is not permissible for anyone other than the government and the bodies or companies with which the government contracts to establish factories for weapons and ammunition, and a license to do so is issued by the Prime Minister.

It is forbidden for every person to manufacture any kind of weapons and ammunition of any kind. Subject to the provisions of the first paragraph, the manufacture of weapons or munitions may not be licensed under any circumstances.
