(…) Law Decree 121/2013, which has been implemented since May 2015, introduced the requirement of a health certificate proving an applicant's psycho-physical fitness for the issuance of a firearms licence. Such a certificate is issued by local health agencies or by military or State Police medical offices and health facilities.

After 2015, hundreds of firearms were handed over to the police by private individuals who could not comply with the health certificate requirement.
