42 § (7.6.2019/724) Aselupa

Aselupa on ampuma-aseen, tehokkaan ilma-aseen tai aseen osan hallussapitoon oikeuttava lupa, johon voidaan liittää oikeus ampuma-aseen tai aseen osan hankkimiseen (hankkimisoikeus) taikka valmistamiseen tai muuntamiseen yksityistä tarkoitusta varten (yksityinen valmistamisoikeus). Aseluvan antaa ja peruuttaa poliisilaitos. Aseluvan erityisen vaarallisen ampuma-aseen ja sen osan hankkimiseen tai valmistamiseen tai muuntamiseen yksityistä tarkoitusta varten antaa ja peruuttaa kuitenkin Poliisihallitus tai sen määräämä poliisiyksikkö.

Lupahakemus toimitetaan poliisilaitokselle. Hakemus voidaan panna vireille sähköisesti. Hakijan tai yhteisön tai säätiön asevastaavan tulee kuitenkin pyynnöstä saapua henkilökohtaisesti poliisilaitokselle. Erityisestä syystä hakemuksen voi jättää myös Suomen ulkomaan edustustoon.

Hakijan, jolla ei ole kotikuntaa Suomessa, on esitettävä asuinmaansa viranomaisen antama suostumus hakemuksessa tarkoitetun ampuma-aseen, tehokkaan ilma-aseen ja aseen osan hankkimiseen. Hänen on lisäksi annettava kirjallinen selvitys aikomuksestaan pitää hallussa ampuma-asetta ja aseen osaa Suomessa.

Chapter 5 Acquisition, private manufacture and modification and possession

42 § (7.6.2019/724) Firearms licence

A firearms licence is a licence entitling the holder to possess a firearm, an effective air weapon or a part of a firearm, which may be accompanied by the right to acquire (right of acquisition) or to manufacture or modify for private use (private manufacturing right) a firearm or part of a firearm. The licence is issued and revoked by the police. However, a permit to acquire or to manufacture or modify for private use a particularly dangerous firearm or a firearm component is issued and revoked by the Police Board or by a police unit designated by the Police Board.

The application for a permit is submitted to the Police Department. The application may be submitted electronically. However, the applicant or the representative of the association or foundation must appear in person at the police station on request. For special reasons, the application may also be submitted to the Finnish diplomatic mission abroad.

An applicant who is not domiciled in Finland must present the consent of the authority of his/her country of residence to the acquisition of the firearm, high-powered air weapon and weapon parts referred to in the application. He must also provide a written statement of his intention to possess the firearm and the firearm component in Finland.
