25. § (1)4 Unless otherwise provided in this Ordinance, a short firearm for self-defence and ammunition may be permitted to a person who proves that his life, limb or requires increased protection due to the existence of an emergency situation which can be averted with a firearm.
(2)5 The possession of up to two short firearms for self-defence purposes shall be permitted.
