Article 4
O Sigma, instituído no âmbito do Comando do Exército do Ministério da Defesa, manterá cadastro nacional das armas de fogo importadas, produzidas e comercializadas no País que não estejam previstas no art. 3º.
§ 1º O Comando do Exército manterá o registro de proprietários de armas de fogo de competência do Sigma.
§ 2º Serão cadastradas no Sigma as armas de fogo:
I - institucionais, constantes de registros próprios:
a) das Forças Armadas;
b) das polícias militares e dos corpos de bombeiros militares dos Estados e do Distrito Federal;
c) da Agência Brasileira de Inteligência; e
d) do Gabinete de Segurança Institucional da Presidência da República;
II - dos integrantes:
a) das Forças Armadas;
b) das polícias militares e dos corpos de bombeiros militares dos Estados e do Distrito Federal;
c) da Agência Brasileira de Inteligência; e
d) do Gabinete de Segurança Institucional da Presidência da República;
III - obsoletas;
IV - das representações diplomáticas; e
V - importadas ou adquiridas no País com a finalidade de servir como instrumento para a realização de testes e avaliações técnicas.
§ 3º O disposto no § 2º aplica-se às armas de fogo de uso permitido.
§ 4º Serão, ainda, cadastradas no Sigma as informações relativas às importações e às exportações de armas de fogo, munições e demais produtos controlados.
§ 5º Os processos de autorização para aquisição, registro e cadastro de armas de fogo no Sigma tramitarão de maneira descentralizada, na forma estabelecida em ato do Comandante do Exército.

Art. 4 Sigma, instituted within the scope of the Army Command of the Ministry of Defence, will maintain a national register of imported firearms, produced and marketed in the country that are not provided for in art. 3rd.
§ 1 The Army Command will keep the record of owners of firearms within the competence of Sigma.
§ 2 Firearms will be registered in Sigma:
I - institutional, contained in their own records:
a) of the Armed Forces;
b) the military police and military fire brigades of the States and the Federal District;
c) the Brazilian Intelligence Agency; and
d) Institutional Security Office of the Presidency of the Republic;
II - of the members:
a) of the Armed Forces;
b) the military police and military fire brigades of the States and the Federal District;
c) the Brazilian Intelligence Agency; and
d) Institutional Security Office of the Presidency of the Republic;
III - obsolete;
IV - diplomatic representations; and
V - imported or acquired in the country with the purpose of serving as an instrument for carrying out technical tests and evaluations.
§ 3 The provisions of § 2 apply to firearms for permitted use.
§ 4 Information on imports and exports of firearms, ammunition and other controlled products will also be registered in Sigma.
§ 5 The authorization processes for the acquisition, registration and registration of firearms in Sigma will be processed in a decentralized manner, as established in an act of the Army Commander.
