第十六条

制造民用枪支的年度限额，由国务院林业、体育等有关主管部门、省级人民政府公安机关提出，由国务院公安部门确定并统一编制民用枪支序号，下达到民用枪支制造企业。

配售民用枪支的年度限额，由国务院林业、体育等有关主管部门、省级人民政府公安机关提出，由国务院公安部门确定并下达到民用枪支配售企业。

第十七条

制造民用枪支的企业不得超过限额制造民用枪支，所制造的民用枪支必须全部交由指定的民用枪支配售企业配售，不得自行销售。配售民用枪支的企业应当在配售限额内，配售指定的企业制造的民用枪支。

第十八条

制造民用枪支的企业，必须严格按照国家规定的技术标准制造民用枪支，不得改变民用枪支的性能和结构；必须在民用枪支指定部位铸印制造厂的厂名、枪种代码和国务院公安部门统一编制的枪支序号，不得制造无号、重号、假号的民用枪支。

制造民用枪支的企业必须实行封闭式管理，采取必要的安全保卫措施，防止民用枪支以及民用枪支零部件丢失

Article 13

The State implements a special licensing system for the manufacture and distribution of firearms. Without permission, no unit or individual may manufacture or buy or sell firearms.

Article 14

Guns for official use shall be manufactured by enterprises designated by the state.

Article 15

Enterprises that manufacture firearms for civilian use shall be proposed by the relevant competent department of the State Council and determined by the public security department of the State Council.

Enterprises that ration firearms for civilian use shall be determined by the public security organs of the people's government at the provincial level.

For enterprises that manufacture firearms for civilian use, the public security department of the State Council shall issue a licence for the manufacture of firearms for civilian use. For enterprises that ration firearms for civilian use, the public security organ of the people's government at the provincial level shall issue a licence for the distribution of firearms for civilian use.

The validity period of the civilian firearm manufacturing licence and the rationed sale licence is three years; if the validity period expires and it is necessary to continue to manufacture or distribute civilian firearms, the licence shall be re-applied.

Article 16

The State implements quota management on the number of firearms manufactured and distributed for civilian use.

The annual quota for the manufacture of civilian firearms shall be proposed by the relevant competent departments of forestry and sports of the State Council and the public security organs of the provincial people's government. The public security department of the State Council shall determine and uniformly compile the serial numbers of civilian firearms, which shall be distributed to civilian firearm manufacturers.

Article 17

Enterprises that manufacture civilian firearms shall not exceed the quota to manufacture civilian firearms, and all the civilian firearms manufactured must be handed over to designated civilian firearm allotment enterprises for rationing and sales, and shall not be sold on their own. An enterprise that rations firearms for civilian use shall, within the quota for rationing, sell civilian firearms manufactured by designated enterprises.

Article 18

Enterprises that manufacture civilian firearms must manufacture civilian firearms in strict accordance with the technical standards stipulated by the state, and must not change the performance and structure of civilian firearms; they must cast and print the name of the manufacturer, the firearm type code and the State Council on the designated parts of the civilian firearm. The serial numbers of firearms compiled uniformly by the public security department shall not be manufactured for civilian firearms with no number, duplicate number, or false number.

Enterprises that manufacture civilian firearms must implement closed management and take necessary security measures to prevent civilian firearms and civilian firearm parts from being lost.
