国家严格管制枪支。禁止任何单位或者个人违反法律规定持有、制造(包括变造、装配)、买卖、运输、出租、出借枪支。

国家严厉惩处违反枪支管理的违法犯罪行为。任何单位和个人对违反枪支管理的行为有检举的义务。国家对检举人给予保护,对检举违反枪支管理犯罪活动有功的人员,给予奖励。

第四条

国务院公安部门主管全国的枪支管理工作。县级以上地方各级人民政府公安机关主管本行政区域内的枪支管理工作。上级人民政府公安机关监督下级人民政府公安机关的枪支管理工作。

Article 3

The state strictly controls firearms. Any unit or individual is prohibited from possessing, manufacturing (including alteration and assembly), buying, selling, transporting, renting, or lending firearms in violation of the law.

The state severely punishes illegal and criminal acts that violate firearm management. Any unit or individual has the obligation to report violations of firearm management. The state protects informants and rewards those who have contributed to the reporting of criminal activities that violate firearm management.

Article 4

The public security department of the State Council is in charge of firearm management throughout the country. The public security organs of local people's governments at or above the county level are in charge of firearm management within their respective administrative areas. The public security organs of the people's governments at higher levels supervise the firearm management work of the public security organs of the people's governments at lower levels.
