为加强军品出口管理，规范军品出口秩序，全面推进依法行政，根据《中华人民共和国军品出口管理条例》制定本清单。

本清单按照武器装备的常规分类方法，分为轻武器，火炮及其他发射装置，弹药、地雷、水雷、炸弹、反坦克导弹及其他爆炸装置，坦克、装甲车辆及其他军用车辆，军事工程装备与设备，军用舰船及其专用装备与设备，军用航空飞行器及其专用装备与设备，火箭、导弹、军用卫星及其辅助设备，军用电子产品及火控、测距、光学、制导与控制装置，火炸药、推进剂、燃烧剂及相关化合物，军事训练设备，核、生、化武器防护装备与设备，后勤装备、物资及其他辅助军事装备，其他产品共十四大类。每一大类又划分为若干小类，并对相关的技术术语加以注释，构成了以武器定义、武器种类、武器主要系统或部件以及与武器装备直接相关的零部件、技术和服务四个层面为主体的框架体系。
