第二条

从事武器装备科研生产许可目录（以下简称许可目录）所列的武器装备科研生产活动，应当依照本办法申请取得武器装备科研生产许可；未取得武器装备科研生产许可的，不得从事许可目录所列的武器装备科研生产活动。但是，经国务院、中央军委批准的，以及专门的武器装备科学研究活动除外。

本办法所称武器装备科研生产活动，是指武器装备的总体、系统、专用配套产品的科研生产活动。

本办法所称专门的武器装备科学研究活动，是指武器装备领域的理论性、基础性科学研究活动。

第十八条

武器装备科研生产许可证应当包括以下内容：
（一）法人名称；
（二）法定代表人；
（三）注册地址；
（四）科研生产场所地址；
（五）许可的专业或者产品名称；
（六）证书编号；
（七）发证机关；
（八）发证（换证）日期；
（九）证书有效期限。

第十九条

武器装备科研生产许可证的有效期限为5年。武器装备科研生产许可证由国防科工局统一印制。

Article 2

To engage in weapons and equipment scientific research and production activities listed in the catalogue of weapons and equipment scientific research and production licences (hereinafter referred to as the licence catalogue), one shall apply for a licence for scientific research and production of weapons and equipment in accordance with these Measures; those who have not obtained the licence for scientific research and production of weapons and equipment shall not engage in the licence catalogue, the listed weapons and equipment research and production activities. However, those approved by the State Council and the Central Military Commission, as well as special weapons and equipment scientific research activities are excluded.

The scientific research and production activities of weapons and equipment referred to in these Measures refer to the scientific research and production activities of the overall, systematic, and special supporting products of weapons and equipment.

The specialized scientific research activities of weapons and equipment referred to in these Measures refer to theoretical and basic scientific research activities in the field of weapons and equipment.

Article 18:

The weapons and equipment scientific research and production licence shall include the following
(1) The name of the legal person;
(2) The legal representative;
(3) The registered address;
(4) The address of the research and production site;
(5) The licenced profession or product Name;
(6) Certificate number;
(7) The issuing authority;
(8) The date of issuance (renewal) of the certificate ; (9) The validity period of the certificate.
　　
Article 19:

The validity period of the licence for scientific research and production of weapons and equipment is 5 years. The weapons and equipment scientific research and production licences are uniformly printed by the National Defence Science and Industry Bureau.
