国防科工局负责全国的武器装备科研生产许可管理，履行下列职责：
（一）制定武器装备科研生产许可管理的政策、规定；
（二）会同总装备部制定许可目录；
（三）受理、审查第一类许可的申请，审批、颁发、撤销、吊销武器装备科研生产许可证，办理武器装备科研生产许可证的变更、延续及注销；
（四）组织开展武器装备科研生产许可监督检查。

国防科工局武器装备科研生产许可管理办公室负责日常工作。

第六条

总装备部负责全国武器装备科研生产许可的协同管理。总装备部武器装备科研生产许可协同管理部门（以下简称总装备部许可协同管理部门）履行下列职责：
（一）参与制定武器装备科研生产许可管理的政策、规定；
（二）会同编制许可目录；
（三）协同审查武器装备科研生产许可的申请、发放、变更、延续、撤销和注销，对行政处罚提出意见；
（四）组织中国人民解放军派出的驻相关单位或者地区的军事代表机构（以下简称派驻军事代表机构）参与武器装备科研生产许可现场审查；
（五）协同开展武器装备科研生产许可监督检查。

第七条　

省、自治区、直辖市人民政府国防科技工业管理部门（以下称地方国防科技工业管理部门）履行下列职责：
（一）受理、审查本行政区域内的第二类许可申请，并提出审查意见；
（二）负责本行政区域内取得第二类许可的武器装备科研生产单位的监督管理；调查核实本行政区域内违法从事武器装备科研生产的单位和行为，并向国防科工局提出处理建议；
（三）协助国防科工局对本行政区域内申请第一类许可的单位进行现场审查；
（四）协助国防科工局对本行政区域内取得第一类许可的武器装备科研生产单位进行监督管理。

Article 5: The National Defence Science and Technology Bureau is responsible for the management of weapons and equipment research and production licences throughout the country, and performs the following duties:

(1) Participating in the formulation of policies and regulations for the management of weapons and equipment scientific research and production licensing;
(2) Jointly preparing the licensing catalogue;
(c) collaborative application for review of weapons and equipment research and production licence, issuance, change, renewal, revocation and cancellation, advice on administrative sanctions; military representative office related units (four) organization People's Liberation Army dispatched or region (hereinafter referred to as Dispatched military representative offices) Participate in the on-site review of weapons and equipment research and production licences;
(5) Cooperate with the supervision and inspection of weapons and equipment research and production licences.

Article 7: The administrative departments of national defence science and technology industry of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government (hereinafter referred to as local administrative departments of national defence science and technology industry) shall perform the following duties:

(1) Accept and review the second-class licence applications in the administrative area, and provide review opinions ;
(b) be responsible for the administrative area of supervision and management made second class of weapons and equipment research and production units of the licence; investigation and verification of the administrative regions and units engaged in illegal behaviour weaponry research and production, and to make suggestions SASTIND ;
(iii) assist SASTIND of the administrative area of application of the first class of units permitted on-site review;
