Article 5:

The State Council's national defence, science, technology and industry department shall supervise and administer weapons and equipment research and production licences nationwide in accordance with these regulations.

The General Armament Department cooperates with the State Council's national defence science, technology and industry department to supervise and manage the national weapons and equipment research and production licences.

The departments of the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government responsible for the management of national defence science, technology and industry shall, in accordance with the provisions of these Regulations, supervise and administer weapons and equipment scientific research and production licences in their respective administrative regions.
