Except under one of the following circumstances, no person shall import any handgun, military rifle, machine gun, or large caliber gun (hereinafter collectively termed "handguns, etc."):

(1) where a national or regional public organization imports handguns, etc., necessary to facilitate possession under Article 3(l)(1) or (2);

(2) where a person who has received a commission from a national or regional public organization to import handguns, etc., under the preceding clause imports handguns, etc., related to the commission;

(3) where a person who has received permission to possess handguns, etc., under Article 4(l)(3) or (4) imports handguns, etc., related to the permission;

(4) where a person who has been commissioned by a person who has received permission under the preceding clause to import handguns, etc., related to that permission, imports handguns, etc., related to the commission;

(5) where a person who has received permission to possess handguns, etc., under Article 6(1) imports handguns, etc., related to the permission.
