No person shall, as of right, be entitled to the grant of any license or permit under this Act, or have in his possession or under his control any small arm, or other related material except in accordance with a license issued by the Liberia National Police (LNP) and the Commission. No license or permit shall be granted by the LNP and the Commission if it is substantiated that the applicant is disqualified by law or under regulations of the Commission. All classes of licenses or permits shall require submission of an application that shall meet the criteria prescribed by the Commission.
