- Law of the Republic of Azerbaijan on "Service and Civilian Weapons" dated 30 December, 1997, No. 442-IQ;
- Decree of the President of the Republic of Azerbaijan regarding the implementation of the "Law on Service and Civilian Weapons" dated 24 August, 2002, No. 769, approving numerous regulations on circulation and use of such weapons;
- Decree of the President of the Republic of Azerbaijan on "Measures on improvement of licensing of certain types of entrepreneurship in the Republic of Azerbaijan" dated 28 March 2000, No. 310;
