The exceptional authorizations provided for by this law may be issued only under the following conditions:

a. there are just reasons such as:
1. the requirements of the profession,
2. use for industrial purposes,
3. compensation for a physical disability,
4. the constitution of a collection;

b. none of the reasons referred to in art. 8, al. 2, does not oppose;

c. the other special conditions provided by law are fulfilled.
