2. National Policy on Firearms and Bill to Amend the 1970 Firearms Act

Uganda through a national wide consultative process developed a Policy on Firearms and related materials which was approved by the Government in October 2010.

The Policy encompasses measures established by the international and regional protocols and declarations on small arms and light weapons (SALW), namely UN Programme of Action, Bamako Declaration, Nairobi Declarations and Nairobi Protocol. The Policy also encompasses guidelines for harmonization of legislation adopted by the states signatory to the Nairobi Declaration and Nairobi Protocol, to ensure national systems which are compatible across the region and which reduce the possibility of criminals exploiting variations in the legal and regulatory systems in different counties.

The Bill that seeks to amend the firearms act has been developed, principles of the proposed firearms law are before the Cabinet for consideration and detailed Regulations are being developed to operationalize the new Firearms law.

The National Focal Point also commenced on the dissemination of the policy to the wider public.

In the development of the new law on Firearms, consideration has been made of the UN model law on Small Arms and Arms Trade Treaty though Uganda is still in the process of ratifying it.
