[I]n the context of foreign trade in small arms and light weapons, Russian legal and natural persons are prohibited from engaging in any form of brokering, with the exception of State brokering activities carried out by a State intermediary (para. 13 of the regulations on the procedure for granting Russian organizations the right to engage in foreign trade in military goods, approved by Decree No. 1062).
