Le nouveau Projet de Loi qui est en étude à l'assemblée Générale dispose en son Article Premier " La fabrication, le montage, l'importation, l'exportation, la réexportation, le commerce, le transport, le transbordement, le port, la détention, le prêt, l'emprunt, l'échange, la cession, le stockage, le courtage, le trafic, le transfert et le transit des armes, de leurs munitions et autres matériels connexes sont régis sur toute l'étendue du territoire de la République du Bénin par la présente loi. Les armes et munitions à l'usage des forces armées, de la police ou de toute autre force publique ou administration publique en ce qui concerne leur stockage, transport, l'entreposage sont règlementés par un Décret pris en conseil de Ministres. A l'issue donc du vote de la loi, les diverses mesures sus énumérées seront prise.

The new Bill, which is currently under study in the General Assembly, provides in its first Article that 'the manufacture, assembly, import, export, re-export, commerce, transport, transshipment, carrying, possession, loan, borrowing, exchange, transfer, storage, brokering, trafficking and transit of arms and ammunition and other related materials are regulated throughout the territory of the Republic of Benin by this Act. Arms and ammunition for the sole use of the Armed Forces, the Police and any other public agency or administration, regarding their storage and transport, are regulated by a Decree of the Council of Ministers. Thus, after the vote on the law, the various measures listed above will be taken.
