Section 3: International Transfers

Licensing and authorisation

6.2 Does a person or an entity who transfers SALW require a licence or other form of authorisation to transfer SALW from/into your country? YES

6.3 Is it a criminal offence to trade SALW without a licence or authorisation, or to do so in a manner that is in contradiction to the terms of a licence or authorisation, in your country? YES…

6.5 What kind of documentation does your country require prior to authorising an export of SALW to another country?

a) An end-user certificate (EUC) from the importing country: [No response]
b) Other types of end-user documentation: In the Republic of Paraguay, there are no exports of firearms, nor are there any factories dedicated to the manufacture of such items and their accessories. In this regard and according to the current legislation of our country, only importation is authorised. Such authorisation can only be granted by the Directorate of War Materials (DIMABEL), dependent of the Armed Forces of the Nation. It shall be noted that the import authorisation is granted by DIMABEL to individuals and/or companies that are duly registered and qualified in the Register of Importers created for that purpose. For the registration and habilitation in the Register of Importers, DIMABEL has established Resolution No. 874/15, which sets requirements that must be met by individuals and/or legal persons seeking authorisation for the importation of firearms and related materials.
