Artículo 1 - Objeto

La presente Ley tiene por objeto fijar normas y requisitos para la tenencia y la portación de armas de fuego, municiones, explosivos, accesorios y afines (en adelante materiales); clasificar las armas de fuego y municiones; establecer el régimen para la expedición, renovación y suspensión de permisos; autoridades competentes; condiciones para la fabricación, ensamblaje, importación, exportación, comercialización, transporte, tránsito internacional en territorio nacional, intermediación y transferencia de materiales; señalar el régimen de talleres de armerías, recarga de municiones y de fábricas de artículos pirotécnicos, clubes y escuelas de tiro y de caza, colecciones y coleccionistas de armas de fuego, servicios de vigilancia y seguridad privada, definir las circunstancias en las que procede la incautación de materiales, sanciones administrativas y judiciales, y establecer el régimen para su registro y devolución. 


Las armas de fuego, municiones, explosivos y accesorios de uso privativo de los Órganos de Defensa y Seguridad del Estado para el cumplimiento de su misión, así como su fabricación y comercialización por las empresas estatales, no son objeto de la presente Ley. Act No. 4.036 on Firearms, their Parts and Components, Ammunition, Explosives, Accessories and Similar Items

Article 1 - Objective

The present Act establishes norms and requirements for the possession and carrying of firearms, ammunition, explosives, accessories and related materials; to classify firearms and ammunition; establishes the system for the grant, renewal, and suspension of permits; competent authorities; conditions for the manufacture, assembly, import, export, trade, transport, international transit over national territory, intermediation and transfer of materials; indicate the regime for workshops, armouries, reloading of ammunition and firework factories, shooting and hunting clubs and schools, collections and collectors of firearms, security services and private security; defines circumstances under which materials must be seized, administrative and legal penalties, and establishes the regime for their registration and return.

Firearms, ammunition, explosives and accessories for the exclusive use of state agencies for defence and security for the fulfillment of their mission, as well as the manufacture and trade of firearms through state enterprises, are not subject to this Act. Civilian use of these materials is prohibited…
