La Comisión de Defensa y Orden Interno se dedicó a promover la Ley de Amnistía última; sin embargo luego de eso no ha habido debate respecto al tema de la tenencia, portación o uso de armas en manos de peruanos.

Las ONGs que han trabajo el tema serían anteriormente el Instituto de Defensa Legal (IDL), la Sección Peruana de Amnistía Internacional desde la campaña "Armas Bajo Control y actualmente el Instituto para la Seguridad Ciudadana (ISC).
