Artigo 139. A fiscalização dos depósitos será exercida pelo Exército, com a colaboração das Secretarias de Segurança Pública e prefeituras locais…

1. As legislações policiais e das prefeituras não poderão divergir nem conflitar com as normas deste Regulamento.
2. As prefeituras locais deverão observar as condições de segurança dos depósitos, estabelecidas neste Regulamento, antes de autorizarem a construção de novas edificações nas proximidades dos mesmos.
3. A polícia local, como órgão auxiliar de fiscalização, deverá verificar assiduamente os estoques que estão sendo mantidos nos depósitos, bem como o cumprimento das determinações técnicas e condições de segurança estabelecidas, comunicando ao órgão de fiscalização competente do Exército qualquer irregularidade constatada.

Artigo 143. Para qualquer depósito serão exigidas a manutenção de vigia permanente e a proteção contra incêndios, aprovadas pela fiscalização militar, podendo a vigilância ser substituída por sistema eletrônico com monitoração permanente.

Supervision and Safety

Section 139. The inspection of depots shall be carried out by the army, with the collaboration of the Public Security Departments and local governments…

1. Police and municipal laws may not differ or be in conflict with provisions of this Regulation.
2. Local municipalities must comply with safety conditions for depots laid down in this Regulation, before authorising the construction of new buildings near thereof.
3. The local police, as supervisory auxiliary body, must assiduously check stocks being kept in storage, as well as compliance with the set technical measures and safety conditions, by informing the competent supervisory body of the Army of any found irregularity.

Section 143. For any depot, it shall be required to maintain a permanent guard and fire protection, approved by the Army, surveillance may be replaced by an electronic system with permanent monitoring.
