H. Normas para el Funcionamiento del Parque de Armas

Los Organismos Gubernamentales, Órganos de Seguridad Ciudadana y Cuerpos de Seguridad del Estado con Funciones Policiales deben:
1. Elaborar el Libro de Control de Entrada y Salida de Armamento, y el Libro de Entrada y Salida de la Munición; los cuales deben tener hoja de apertura y debidamente sellados por la Dirección General de Armas y Explosivos del Ministerio del Poder Popular para la Defensa;
2. Almacenar armas, municiones y accesorios debidamente autorizados, como medida de seguridad el material de control de orden público (tonfa, trajes anti trauma, escudos anti motín, granadas lacrimógenas, y similares);
3. Presentar la graficación de la prioridad de evacuación, afiches o avisos alusivos de las medidas de seguridad que se deben observar en el local;
4. Existir una bóveda para almacenar las armas y municiones, que cumpla con las siguientes características:
a. Puerta doble acceso o multicierre, de laminas de no menor de cinco (05) milímetros, con candados o cerraduras especiales de seguridad y llaves no copiables;
b. Alarma sonora operativa;
c. Alarma luminosa operativa;
d. Censores de movimiento operativos;
e. Detector contra incendios operativos;
f. Medios electrónicos de vigilancia (CCTV) (opcionales);
g. Debe tener dos o mas extintores de incendio (tipo A, B y C), no menor de quince (15) lbs;
h. Debe tener una cartelera con los siguientes aspectos:
1) Copia actualizada del plan contra incendios;
2) Listado de la situación del Armamento;
3) Cuadro de inventario de la munición;
4) Nombramiento del parquero debidamente certificado por Dirección General de Armas y Explosivos del Ministerio del Poder Popular para la Defensa;
5) Certificado original de funcionamiento –vigente-, emitido por el Cuerpo de Bomberos de la localidad;
6) Normas de Seguridad de manipulación de las armas;
i. En la puerta de acceso, debe existir un (01) aviso con la señalización de "ÁREA RESTRINGIDA", con medidas de 50 x 25 cm., conformadas con letras rojas en fondo blanco;
j. La bóveda del parque, debe estar ubicada en un área de difícil acceso y sus paredes no deben colindar con la calle;
k. Las paredes de la bóveda, deben ser construidas en concreto, o en una estructura similar, suficientemente fuerte hasta el techo y que solo posea una (01) puerta de acceso. Además, el techo debe ser de platabanda, losa acero o cubierto con un enrejado de seguridad, en material de cabilla, de medidas de media pulgada, soldadas en forma de malla en cuadros de 5 x 5 cm;
l. Debe existir un sistema de trapa bala, en la entrada del parque de armas;
m. Debe elaborar y mantener actualizadas las tarjetas de almacén para el control del material de municiones, accesorios y equipos especiales, según formato en la página www.darfa.mil.ve;
n. Debe tener todas las hojas individuales de asignación de armamento, según formato en la página www.darfa.mil.ve;

H. Rules for the Functioning of Firearms Storage Sites

Government agencies, citizen security agencies and state security organisations with policing functions must:
1. Keep a register of acquisitions and sales of firearms and a register of acquisitions and sales of ammunition, which must include an opening sheet and be duly sealed by the General Directorate of Arms and Explosives of the Ministry of People's Power for Defence;
2. Store duly authorised firearms, ammunition and accessories as a security measure for the control of public order (tonfas [warframes], anti-trauma jackets, anti-riot shields, tear-gas grenades and others);
3. Provide an illustration of the evacuation routes and other signs indicating the security measures and precautions to be observed in the storage site;
4. Possess a vault to store firearms and ammunition, which must comply with the following measures:
a. A double access door or a multi-lock one, with layers equal to or thicker than five (05) millimeters, with special security lockers and non-duplicable keys;
b. A functioning sound alarm;
c. A functioning light alarm;
d. Functioning movement sensors;
e. A functioning fire detector;
f. Electronic surveillance systems (CCTV) – optional;
g. One or two fire extinguishers (type A, B and C) equal to or bigger than 15 lbs;
h. A folder with the following items:
1) Authorised copy of a fire emergency plan;
2) A list of the arms and their conditions;
3) An inventory of the ammunition;
4) Appointment of a site-keeper duly certified before the General Directorate of Arms and Explosives of the Ministry of People's Power for Defence;
5) Original (and valid) certificate of functioning, issued by the Firemen body of the locality;
6) Security Measures for the handling of weapons;
i. on the front door, there must be a (1) 50 x 25 cm sign saying "RESTRICTED AREA", with red letters against a white background;
j. The vault must be placed in an area difficult to get access to and its walls must not be facing the street;
k. The vault's walls must be built with cement or a similar material sufficiently strong and up to the roof and must only possess one (01) access door. Further, the roof must be padded, with steel slabs or covered with a security lattice, made of half-an-inch bars welded together in 5 x 5 cm squares;
l. There must exist a bullet-trapping device in the entry of the firearm storage site;
m. Must carry out and update the storage cards for the control of ammunition, accessories and special equipment according to the format indicated online at www.darfa.mil.ve;
n. Must keep all individuals firearm sheets according to the format indicated online at www.darfa.mil.ve
