Article 4

I. L'autorisation d'exportation est accordée par le ministre chargé des douanes, après avis favorable, en fonction de leurs attributions respectives, du ministre de la défense, du ministre de l'intérieur ou du ministre des affaires étrangères.

II. Cette autorisation, dénommée licence d'exportation, revêt l'une des formes suivantes:

1° Une licence simple accordée à un exportateur déterminé pour l'envoi, au destinataire ou à un destinataire final identifié, d'une ou plusieurs armes à feu, munitions et leurs éléments mentionnés au I de l'article 2;1

2° Une licence multiple accordée à un exportateur déterminé pour l'envoi, en une ou plusieurs fois, au destinataire ou à un destinataire final identifié, d'une ou plusieurs armes à feu, munitions et leurs éléments mentionnés au I de l'article 2;

3° Une licence globale accordée à un exportateur déterminé pour l'envoi, en une ou plusieurs fois, aux destinataires ou à des destinataires finaux identifiés, d'une ou plusieurs armes à feu, munitions et leurs éléments mentionnés au I de l'article 2.

III. La licence d'exportation est délivrée par écrit ou, le cas échéant, par voie électronique.

IV. La licence d'exportation n'est pas cessible.

Article 4

I. An export authorisation is granted by the Minister in charge of Customs, after a favourable opinion, according to their respective competencies, of the Minister of Defence, the Minister of the Interior, or the Minister of Foreign affairs.

II. This authorisation, called an export licence, takes one of the following forms:

1° A Simple Licence granted to a designated exporter for the shipment, to an end user or consignee, of one or more firearms, ammunition, and their components mentioned in I of Article 2;1

2° A Multiple Licence granted to a designated exporter for the shipment, one or many times, to an end user or consignee, of one or more firearms, ammunition, and their components mentioned in I of Article 2;

3° A Global Licence granted to a designated exporter for the shipment, one or many times, to end users or consignees, of one or many firearms, ammunition, and their components mentioned in I of Article 2.

III. The export licence is issued in writing or, when appropriate, electronically.

IV. The export licence is non-transferable.
