iv) Regulaciones y procedimientos administrativos nuevos o existentes implementados para asegurar la efectiva implementación del Instrumento Internacional de Marcaje y Rastreo.

Para el procedimiento de importación, la DIGECAM realiza el registro de las armas pequeñas y ligeras, mediante la huella balística, y al mismo tiempo verifica el adecuado marcaje de estas. Asimismo, existe un procedimiento que le permite el control desde el ingreso de las armas pequeñas y ligeras a territorio nacional por medio de cualquier aduana, verificando el certificado de origen y finalizando con la extensión de la Tarjeta de Registro a favor del propietario.

Asimismo, el Estado de Guatemala es Parte del Proyecto Centroamericano de Control de Armas Pequeñas y Ligeras (CASAC, por sus siglas en ingles), el cual tiene un enfoque regional para enfrentar el problema de trafico ilícito de armas pequeñas y ligeras, teniendo como uno de sus ejes de trabajo el intercambio de información para efectos de control y rastreo. También prevé la homologación de la legislación regional en la materia.

Effective Implementation of the ITI

Existing or new regulations and administrative procedures that have been put
in place in order to ensure the effective implementation of the International Tracing Instrument

With regard to import procedures, DIGECAM registers small arms and light weapons on the basis of their ballistic fingerprint and, while doing so, ensures that they are adequately marked. In addition, a procedure is in place that enables DIGECAM to control small arms and light weapons from the moment they enter national territory, regardless of the Customs point. As part of this procedure, DIGECAM verifies the certificate of origin and finishes by issuing an extension of the Registration Card for the owner.

The State of Guatemala also participates in the Central American Small Arms Control project (CASAC), which takes a regional approach to addressing the illicit trade in small arms and light weapons and works, inter alia, on the exchange of information for the purpose of controlling and tracing arms. There are also plans to harmonise regional legislation on the subject.
