Articulo 9. Para iniciar la fabricación o el ensamblado de armas de fuego, será condición indispensable que se curse solicitud al respecto ante el Ministerio de Defensa Nacional y en la que se especificará:

a) Tipo y cantidad de armas que se producirán, incluyendo los planos y características correspondientes…

c) Acreditar la autorización del Gobierno respectivo, agregando certificado de destino final de la mercadería encomendada, en caso de que el adquirente fuera extranjero.

End-User Certificates

Article 9. It is a prerequisite of the manufacture or assembling of firearms to submit an application to the Ministry of National Defence which shall specify the following:

a) The type and quantity of firearms to be produced, including specifications and corresponding features…

c) Proof of authorisation from the relevant government, including the end-user certificate of the entrusted goods, in circumstances where the purchaser is a foreigner.
